How do I increase the font size of the text EVERYWHERE, WITHOUT changing DPI or RESOLUTION?

This question has been asked a thousand times.  I've searched for hours and cannot find a correct answer.

I want to increase the font size throughout all of windows.  The default 9pt is TOO SMALL TO READ UNLESS YOUR FACE IS <12" from the monitor.

For example, the clock in the bottom right corner. Or, the dialog boxes when you hover over something like the Start button, or the Help Question Mark, etc. 

Here's another perfect example:  right click the Task bar, open the Taskbar and Start Menu Properties window.  I CAN'T READ ANYTHING IN THAT BOX except its title, which I increased in the Adv. App. Settings. 

DOES ANYONE HAVE A SOLUTION FOR INCREASING FONT SIZE FROM 9 TO 11 OR 12?  ANYONE?? BUELLER??

I've found a thousand INCORRECT answers.  PLEASE do not repeat them here. 

1. i DON'T WANT TO INCREASE DPI.  If that was a solution, it wouldn't prompt that warning about things not showing up.
2. i DON'T WANT TO CHANGE MY RESOLUTION.  There is nothing wrong with anything else in the monitor image except Windows chose 9pt as their default font size.  Only the LETTERS are too small; nothing else needs an increase.
3.  i've been to the ADVANCED APPEARANCE SETTINGS under Personalization, and changed everything you can change, which is limited to the Menu, title bars, tool tip, and a few others.  THIS DOESN'T DO ENOUGH.
4. I've even tried the regedit merge to change the font from Segoe to Verdana, but it's still at 9pt so it's still TOO SMALL.

In addition to Dissed suggestion, you may want to try this:

You may hold down the Ctrl key on the keyboard and use the scroll button to enlarge the entire screen with just scroll.
