See option 1: Restore missing power plans.

I had only 'Balanced', but following instructions in link I add 'High performance' and 'Power saver'.

CsEnabled?
This is the solution i want !!!!!
- Run Registry Editor (regedit).
- Navigate to the following registry key: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power
- Change the value for CsEnabled from 1 (enable) to 0 (disable).
- Restart computer to apply.
Simple answer: There is no anymore. Ms removed it with no option for it to revert back anymore to S3. I dont know who the executive was/is who made this call, but he/she needs to be fired. This will bring lots of **** storm in the next months, after people notice this change.
Modern standby never workd, isnt working and will never work. It is a ticking time bomb, can melt you laptop in minutes and drain the entire battery in 1-2 hours during """sleep""".
Windows 10 is from 2004 not a reliable OS anymore for any mobile device including laptops. This is INSANE. It is MADNESS.

Fun fact, CSEnabled enables us to control switchable Graphics for AMD based systems. If we cannot expose hidden power control options then we have no way to globally enable Dedicated Graphics cards in Laptops. If MS did in fact remove this feature and not give us some other way to control this (and a few other features) then as of Build 2004 Windows 10 is dead in the water for laptops.
Microsoft has a huge disconnect with its userbase and is out of touch with reality. I am not sure who is making these executive decisions to drop support for CORE KEY COMPONENTS but this **** needs to stop, RIGHT NOW.
My BRAND NEW Dell G5 15 SE REQUIRES CsEnabled for this machine to FUNCTION. Period.

I'm on Win10Pro 2004, Surface Book 1 Performance Base. Can't see CsEnabled in Registry either. Only Balanced power mode. Tried Microsoft Support and screenshare, unable to assist - recommended downgrading to previous Windows update. Which I explained I can't, since it's more than 10 days ago that I updated to 2004.
This is amazing.. /s
