Windows Installer service could not be accessed - Windows 10

I tried to install a program and I received this error.  I have searched the previous answers and I cannot see one for Windows 10.  It says this can happen if the Windows Installer is not properly installed.  Can anyone provide me with the directions to fix this error.  trying to install WinJa Windows Active X

Hi,

Thank you for posting your query in Microsoft Community.

We would be glad to help you with the issue you are facing today. I understand the difficulty with the problem.

Method: 1

I would suggest you check the compatibility with the windows 10.

http://www.microsoft.com/en-us/windows/compatibility/CompatCenter/ProductViewerWithDefaultFilters?TempOsid=Windows%208.1&Locale=en-us&Architecture=X64&TextSearch=windows%2B10&Type=Both&CurrentPage=0&TotalPages=1&ShowCriteria=0&Compatibility=Unknown

Method: 2

Run system file checker (SFC) and see if it helps. Please follow these steps:

a. Press Windows + X keys and click command prompt (admin).

b. Type the following command in command prompt and press Enter.

sfc /scannow

System file checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.

Your method 1 link didn't work. Initially I had to log on to my Microsoft Account, thereafter it only went to https://www.microsoft.com/en-us/windows. Copying the link direcly into the address bar crashed FireFox.

Method 2 was no better. After a long wait, it reported "Windows Resource Protection did not find any integrity violations". I still couldn't the software (Toshiba Tempro update to Win10 compatible version).

Hi Eeshwar,

Thanks for your suggestion but I regret to say that it made no difference. After doing as you said and rebooting I still got error 1719, "the Windows Installer Service could not be accessed" when I tried to install the software (Toshiba Tempro update to Win10 compatible version).

Best Regards, Brian

I have been having a problem with not being to access the windows installer for anything I have tried to install since about the end of January, this includes programs that I was able to install in Jan. but removed due to a problem with getting updates. The programs include but not limited by Turbo Tax 2015, HP8625 Printer software,  Pinnacle Studio and others. I have spent the last two months on the phone with each of the software companies, tried all the suggestions I could find on Microsoft still no luck. A customer service person at Microsoft spent about 6 hours on the phone with her controlling my machine to no luck. During that time Windows 10 was reinstalled 2 times, and I lost all of my programs due to a fresh install. I have an HP Laptop with an I7 processor, 8 gigabyte of memory, One terabyte Hard drive. I upgraded from Windows 7 to Windows 8 to windows 10, and I cant go backwards since the last major update. Could someone please help me? This is becoming a huge issue.

None of these work. Why don't you do anything to fix it? I can't install many vital programs.
