Disabling monitor auto detection in windows 10

Is there a way to disable monitor auto detection in windows 10. In Windows 7 this can be done by changing the registry of the Transient Multimon Manager (TMM) but TMM does not exist in windows 10?

My problem is currently my surface pro 4 keeps flickering its screen back and forth  trying to switch to my second monitor which is my TV. If i'm on the correct AV channel for the Surface then it switches fine but alot of times i'll have both my surface and tv on but not projecting onto the tv and this is where the issues come up. 

I've never had this issue before until the latest surface firmware/driver update and am hoping it will be resolved in time but if its possible i'd like to turn of the monitor auto detection instead.

The problem is as simple as this. We are speaking about headless systems, systems which are meant to run unattended.

How can we disable the OS monitor detection? Like this, the OS assumes the monitor is still connected anyhow, this is the goal.

The response to you questions can be found as follows:

  • Are you having issues with a secondary monitor as well? -> there are no issues with a certain monitor. The problem is how can we disable the OS built-in monitor detection if in the registry this particular TMM section can not be found?
  • What have you looked into aside from checking the Registry settings for TMM? -> OS tweaks for headless systems (systems with no monitor attached, running unattended and managed ONLY remotely).
  • How long does it usually take before the monitor goes off? -> not the case!
  • Do you see if there is still activity on your CPU once the screen goes off? -> Of course, if you enter through remote management you will see the system is running.
