How Do I Ensure the DLEACOMS.EXE Is Not Blocked By My Firewall?

Please answer the following questions:

1.  What version of Windows do you have?  You added your question to a 6-year-old thread in the Windows XP section of Microsoft Community.  I've split it off so that you have your own question (which is much more likely to attract the attention of someone who may be able to answer it), but it is still in the XP section.  If you're using a different version of Windows, let us know and we'll move your question appropriately.

2.  Why do you think that dleacoms.exe should be permitted through the firewall?  I've seen posts that suggest that dleacoms.exe is related to some Dell printers, but I'm a bit surprised that the installation of the Dell printer didn't automatically make whatever exceptions to the firewall that were needed. 

3.  You need to determine what firewall(s) is (are) installed on your system.  Assuming that you have at least Windows XP service pack 2 or newer, a firewall is built into Windows and is automatically enabled.  You may, however, have installed a third-party firewall or a "security suite" that includes a firewall.  What security software is or was installed on your computer?

4.  I strongly recommend that you determine if dleacoms.exe is benign before unblocking it.  Find the file on your computer and upload it to https://virustotal.com/  This is a free service that checks uploaded files using multiple antivirus and antimalware scanners.  If virustotal says that a file is OK, it's pretty likely that it is OK, but as virustotal warns:

Although the detection ratio achieved by the use of multiple antivirus engines/URL scanners is far superior than that offered by just one product, these results DO NOT guarantee the harmlessness of a file/URL. Moreover, the aggregate amount of false positives of multiple solutions is higher than that of any individual scanner.

Currently, there is no solution that offers 100% effectiveness in detecting viruses, malware and malicious URLs. You may become a victim of deceitful advertising, if you buy such a product under those premises.

5.  Have you seen a message similar to this relating to dleacoms.exe:

If so, did you click "Allow access"?  And if you did that, is the program still being blocked?

6.  If you don't get a "Security Alert" warning and want to check to see that dleacoms.exe is actually on the list of exceptions to the Windows firewall (or to add it manually to the list of Windows firewall exceptions), go to Control Panel > Windows Firewall.  The process after that is pretty straightforward.  For specific instructions, please identify your version of Windows.  If you have a third-party firewall, you'll have to consult the Help file for that program or go to the website of its manufacturer and search for a user guide.
