If you don't have a copy of the e-mail you wish to block, and if you do have a copy of the address, then you can enter the address to the Block Senders list this way.....
Open Windows Mail > Tools (not Message ) > Junk E-mail Options > Blocked Senders tab > Add > enter the address > OK.

Mind you, Windows Mail will still deliver the unwanted e-mails. Only difference is : they go to Junk E-mail Folder instead of your Inbox. And You will be notified when one of those arrives. So Blocked Senders is not a perfect option.

I don't know if the following option will work for sure as I have not tried it :
Windows Mail > Tools > Junk E-mail Options > General tab > put a check mark on the last entry " Permantly delete ......" > OK

Add a sender to the Blocked Senders list

When a message is received from an e‑mail address that's on the Blocked Senders list, it is automatically moved to the Junk e‑mail folder. The only exception is if the address is also on the Safe Senders list, in which case the message won't be filed as junk because the Safe Senders list has priority over the Blocked Senders list.

  1. Open Windows Mail by clicking the Start button, clicking All Programs, and then clicking Windows Mail.

  2. Click a message from the sender that you want to add to the Blocked Senders list.

  3. Click the Message menu, point to Junk e‑mail, and then do one of the following:

    • To block all future messages from that specific sender, click Add Sender to Blocked Senders List.

    • To block all messages from any sender whose domain name (the portion of the e‑mail address after the @) is the same as the sender's, clickAdd Sender's Domain (@example.com) to Blocked Senders List.
