Green screen with audio on YouTube only videos while using Internet Explorer 10 and Windows 8 Pro

ATI Mobility Radeon HD 4200 Series: Driver Version - 8.970.100.3000 updated

Internet Explorer 10 updated

Windows 8 Pro updated

Adobe Flash Player 11,6,602,167 installed
Flesh installs on everything

Every YouTube video is green but has audio when using Internet Explorer 10 in desktop and from start screen. All other videos work and I have to leave Internet Explorer 10, search and view the YouTube video using Google Chrome.

When I right click on a video and chose settings for the Adobe Flash Player in Google Chrome there is an option to "enable hardware acceleration" and when I do the same thing in Internet Explorer that option is not there but instead is states "Allow s.timg.com to access your camera and microphone?"

What is s.timg.com ? I prefer to deny it's access. It is denied in Google Chrome.

I only use Windows Defender for security. I have scanned the computer with Windows Defender and CCleaner.  Everything has been set to default settings.

"Show Video Info" in Google. Google Chrome is using "software video decoding"

timestamp seconds 13.700
640x360, 782 average kbps, 100% volume
TagStreamPlayer, HTTP, 20733 kbps
10 stage fps, 31 video fps, 13 dropped, 0 kbps
accelerated video rendering, software video decoding
NaN db, 1 audio factor

"Show Video Info" in Internet Explorer 10. Internet Explorer 10 is using "accelerated video decoding"

timestamp seconds 21.056
640x360, 557 average kbps, 100% volume
TagStreamPlayer, HTTP, 13704 kbps
10 stage fps, 30 video fps, 17 dropped, 0 kbps
accelerated video rendering, accelerated video decoding
NaN db, 1 audio factor

I do not want to use the "internet options/Advance/Accelerated Graphics/Use software rendering instead of GPU rendering" option. The video will appear if I choose that option but it will stop/freeze go, stop/freeze go.

Any suggestions would be greatly appreciated. Thank you in advance for your quick response.
