Right Click Start Button - Explorer All Users and navigate to that folder.

"C:\Users\The User Name\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup"

You can put each User's Program in their respective Start Menu program icons in their own
Start Menu Folder and then they will only see their respective personal programs and those
shared across users.
