"Reset this PC" and Windows 10 being free upgrade for a year

I'm confused after reading this answers from Microsoft:

answers.microsoft.com/en-us/windows/forum/windows_10-win_upgrade/what-if-i-require-a-clean-install-after-a-year-has

Does it mean that when I use "Reset this PC" on for example Surface Pro 3 with W10 installed more than a year after W10 launch I will be reverted to W8.1 with no possibility for free upgrade despite I already upgraded to W10 within a first year? If yes, that's just wrong. If no - please clarify.
