Windows 10 upgrade consistently fails at 24% (installing from USB created with the 'creation tool')

Upgrading from 8.1. Set my language and local to US-English, ran DISM, fixed Win update etc etc.

No matter what I try I can't get the installation to go beyond 24%. This is the error log produced. Can anyone shed any light on this?

  • Disable (preferrably uninstall) your Antivirus utility before attempting the upgrade.
  • Disable General USB Devices (example - Smart Card Reader). 
  • Do a clean boot and try again.
  • If you are upgrading using the .ISO file, disconnect from the Internet during setup, if you are connected by LAN (Ethernet) or Wi-Fi, disable both and attempt setup again. 
  • If you are updating through Windows Update, when the download reaches 100% disconnect from the Internet LAN (Ethernet) or Wi-Fi and proceed with the installation.
  • If that does not work, try using the .ISO file to upgrade if possible.
  • If you are connected to a domain, switch to a local account
  • If you have any external devices attached to the machine, disconnect them (example, USB keys, external hard disk, printers, non-essential devices).

As I have said I am installing from a USB created by the 'creation tool'. I have tried all the recommendations suggested (and a whole lot more) all to no avail.

Below is an extract of the setupact.log at the point where there is an error and a failure occurs. Is there anyone from Microsoft (or elsewhere) that can look at these entries and suggest the specific problem that may be causing the error?

I have exactly the same problem. I have the icon GWX in my task bar but I'm not displayed with any update in Windows update. When I run the command wuauclt.exe /updatenow (not super safe I know...), I get an error 80070003 when installing and can't seem to correct it even when I delete the softwareDistribution stuff to empty temporary files of Windows update. I downloaded the media creation tool but it says "something happened" after 2 sec when I select the first option. Finally I created a bootable usb key but when I use it the installation gets stuck at 24%. God let there be someone to look at your log...

I get the same problem I think the key is the part:

Failed to set the boot app $WINDOWS.~BT\Sources\SetupPlatform.exe

I have seen various help topics to rebuild bcd in safe mode command prompt but when I try that it cant detect and windows installations.....this is the key I think but I have yet to figure it out.......Windows boots just fine!??!

I'm thinking its something to do with UEFI boot now......

Yes that's what I found too and it seems to be the problem, but rebuilding bcd in safe mode comes with a lot of risks that we probably should not take for such an early update of Windows 10. Let's hope someone (Microsoft) find an easy fix too this problem without having to bet our laptops on the line :/. It sucks...

I had exactly the same problem. Fixed it by rebuilding BCD - boot configuration data. You can find numerous tutorials on how to do that in the Internet. However keep in mind that the process is slightly different for EFCI boot mode and legacy boot mode. 

Just in case, here is the instruction that I followed. It's for EFCI boot mode, for legacy boot mode there's a good one here.

(enter commands in command prompt in system recovery):

diskpart (opens Disk Partitioning tool)
select disk 0
list volume (please note the number of the volume that has no drive letter assigned and has FAT32 listed in Fscolumn)
select volume <the number of ~500 MB FAT32 volume with no drive letter, or with label ESP>
assign letter=Z: (gives drive letter Z: to EFI System Partition)
exit (closes Disk Partitioning tool)
cd /d Z:\EFI\Microsoft\Boot\ (changes current folder in Command Prompt window)
attrib Z:\EFI\Microsoft\Boot\BCD -h -r -s (removes hidden, read-only and system attributes from BCD folder)
ren Z:\EFI\Microsoft\Boot\BCD BCD.old (renames BCD folder to BCD.old)
bootrec /rebuildbcd (retries the rebuild)

Now, in the Add installation to boot list line, type Y and press ENTER. Now, it should say something like "completed successfully". The new BCD is ready, close Command Prompt and restart your computer.

All, my pc had the same issue. It was a Dell Venue 11 pro that had the hard drive upgraded. I put the original drive back in and did the upgrade. It worked fine. Will simply clone it later. Not sure why the failure happened with the new drive. Should be the same only larger. Thanks for your post.
