[W8.1 Update 1] "Windows Store failed to sync machine licenses. Result code 0x80070490"

After a clean install of windows 8.1.1 using the ISO from Technet I started getting the following error message in my event log the first time I start my machine in the morning:

Event 512 Store-Licensing  "Windows Store failed to sync machine licenses. Result code 0x80070490"

I use a Microsoft account and I have synced by Modern apps many times manually. Running the scheduled task manually will also produce the same error. I disabled the Scheduled Task that runs the sync and I'll see if it shows up tomorrow. Btw, the Store seems to be working fine.

I  read somewhere that the MS Store will be changed for 8.1.1 so I wonder if the 'new' store will stop these messages.

The Scheduled Task that kicks this off appears to be Microsoft/Windows/WS and is called WSRefreshBannedAppsListTask.

Try to disable Windows Store in Task Scheduler and check if it helps.

 

  1. Move the cursor on the bottom-right and select the search box
  2. In the search box type Schedule Task and click on Settings tab.
  3. In next step, you will see the "Task Scheduler" Window. You have to click on "Task Scheduler Library" from the left pane.
  4. In this step, select Windows Store and click on Disable from the selected item category in the right pane.
  5. In the next step check that Windows Store is disabled or not.

I checked the things you mentioned and everything is OK on my end. 

Disabling the scheduled task called WSRefreshBannedAppsListTask no longer produces an error event log entry.  Of course whatever this task does it no longer will be doing now that it's disabled.  Then again it didn't seem to work when enabled either according to the error message.

I have the same Event Viewer error on two different laptops running two different Microsoft accounts. All had the following install scheme: Windows 8 was updated to Windows 8.1 and then Windows 8.1 Update was applied.

I've clicked "Sync Licenses" in Windows Store, I can install applications from Windows Store just fine. WSReset.exe does not help, date and time zone are correct, Windows is activated.

In my case, the App Troubleshooter had returned three warnings:

One with permission settings that it had corrected (though probably unrelated to the issue as Process Monitor did not pick up any "Access Denied" events duing my tests)

Second with "corrupt files" but the SFC output was "Windows Resource Protection did not find any integrity violations." (which may mean that App Troubleshooter interprets the output wrong)

Third with display drivers that might be out of date (which is weird as they are from March 2014 and there is no update on Windows Update)

The Event Viewer message still appears.

Steps to reproduce:

instead of manually starting the task you can also start the following command:

rundll32.exe WSClient.dll,RefreshBannedAppsList

and check Event Viewer: Application and Services Logs -> Microsoft -> Windows -> Store Licensing for the error message.

Thank you for providing a detailed information on your issue. I appreciate the step-by-step troubleshooting and the pains you took to resolve your issue. However, there are a few more steps that we can try to diagnose the root cause and check your system health, in order to fix the issue permanently.

 

If the troubleshooter has detected that files are corrupted or missing then I would suggest you to run SFC scan independently and check if it helps.

 

You can also try to update the Display Adapter drivers. If you talk about the drivers then you can follow the steps provided in the following Microsoft article and see if it helps to update the drivers.

The sfc /scannow command did return file hash mismatch (same files as mentioned in this thread). SFC could not repair it but running dism /online /cleanup-image /restorehealth did. Subsequent SFC runs no longer show any errors (the App Diagnostic still displays the same warning as in the screenshot from the previous post).

The Display Adapter driver is already in the latest version according to NVIDIA website:

Well having the same problem. The command DISM.exe /Online /Cleanup-image /Restorehealth hangs in 20% and then comes with the Error: 0x800f081f

This "Windows Store failed to sync machine licenses." error started 9th of this month.

I notice just before I have this error another error in Store-Client-UI

Wsreset makes no changes to that

Web search suggests that it may happen if you perform a Windows Update disk cleanup after applying Windows 8.1 Update (I did that myself and did not experience this problem, though).

Somebody posted that running Windows Update Diagnostic Tool (http://support.microsoft.com/kb/971058) might help with this error (which supposedly means that DISM cannot obtain source files)

I haven't got this error myself.

I believe the file mentioned resides somewhere here:

%userprofile%\AppData\Local\Microsoft\Windows Store\Cache

From my experience, you can delete the contents of %userprofile%\AppData\Local\Microsoft\Windows Store\Cache and it should be recreated next time you start the Windows Store or the WSRefreshBannedAppsListTask task.
