Microsoft doesn't handle game specific bans. You'd need to contact Bungie.

it says on bungies website that xbox does and i just got this and was wondering why i got banned?

only bungie will tell you ms does not do game specific bans only complete bans from the entire live service.

Bungie wont tell you anything as they do not run the online side of Halo any longer.

Why am I banned from Halo matchmaking?
Microsoft is now handling all Halo matchmaking and ban enforcement for Halo titles. You will need to contact Xbox LIVE support regarding issues with your Xbox LIVE account/Gamertag. Xbox LIVE support can be reached at www.xbox.com/.../contact or by phone at 1-800-4MY-XBOX.

Are you sure you are banned? You currently have a Free Silver Account, you need a Gold Subscription in order to play online matchmaking.
