All you can do is report the players using the tools on your console to file a complaint. It's the developers jobs to fix and patch their game to stop hacks from happening in the first place. Sadly given how old the game is, it is unlikely that Rockstar will do anything to fix the issues. But you can always try contacting them.

Also keep in mind that reporting the users isn't an instantaneous fix. It takes time for the report to reviewed and action to be decided upon and for it to be handled.

Yeah I've reported them and submitted a bad player review purely to avoid them in other matches.

The most you can do it report the players you suspect of breaking the rules under the correct report. Also avoiding them by submitting a bad player review will help you to not be matched with them in the future. The reports are never an instant fix, as a certain amount of reports will need to be filed and reviewed to prove the person is cheating. Hopefully if they get in trouble in the future for it they learn from their mistakes and don't continue to cause further problems for legit gamers in the future.

Just file a complaint on them.

As mentioned above, all you can really do for now is report, file complaint, and block the players that you see abusing the game.  It can be very frustrating for sure but hopefully as more and more complaints are filed, action will be taken to make online gaming a much more enjoyable experience.

File complain them, its the only way to get the modders banned

I agree with everyone above. It is an older game, and the developers may not be spending a lot of "people" hours into policing the online world (I can speak from experience). I imagine with GTA5 around the corner, the online will be A LOT better!  

All I can tell you to do is report the player and if there is a way to take evidence please do so and show a xbox employee if you can the evidence
