Try this command in an elevated command prompt: ftpe msi.package="%SystemRoot%\System32\msiexec.exe" /i "%1" %*

What do you mean 'when you download the file'? Have you tried other .msi's stored locally on your computer? If your web browser is appending .txt to the file when downloading, this could be a problem with the way the webserver is sending the file to the browser.
Can you download .msi's from other sites (like microft), without this problem?
