Hi,

1.       Have you made any changes on your computer prior to the issue?

2.       Why do you run “net stop msiserver” to stop Windows Installer Service?

3.       What happens when you try to install Windows Update?

4.       Are you able to install other programs or applications?

I would suggest you to make sure whether you have Windows Installer Service listed in Windows Services.

Follow these steps:

a.       Click on “Start” button.

b.      Type “services.msc” without quotes in the search box and hit enter.

c.       In the Services Windows search for “Windows Installer” service.

If you don’t find the Windows Installer service then perform the following troubleshooting methods:

Method 1:

Perform System File Check to fix the corrupted system files and then check how it works.

Refer the link  "How to use the System File Checker tool to troubleshoot missing or corrupted system files on Windows Vista or on Windows 7" to perform System File Check.

Note: It may ask for windows DVD to fix and to enable SFC to make more than minor repairs. Some files saved on your computer might get deleted when fixing corrupted files.

Method 2:

Perform the troubleshooting steps from the link “Troubleshoot problems with installing updates Vista” and then try to install the Windows Update.
