KB980408 install problem - Setting up personalized settings for: Windows Desktop Update

After installing KB980408, the computer reboots, goes through the normal boot-up processes, displays the Windows logo, then goes to a black screen with a window:

and stays on this indefinitely (4+ hours so far). Moving the mouse over the screen displays the circular 'wait' cursor, and I am able to move the window around; I am also able to start Task Manager, and reboot, but that's it.

So I thought another reboot might fix the problem, but it doesn't...it just keeps hanging at this window.

Anybody else experiencing this, or have any solutions to try?

I have had this exact same problem on two machines. This behavior started upon login immediately after the update KB980408 was installed. The solution I found is to ctrl+alt+del, start taskmgr and kill the personalized settings task. Then you will have to manually run explorer.exe (File --> Run --> Explorer.exe) and windows should load as normal. The next time I rebooted and logged in Windows loaded as normal. I am guessing this problem is a "run once" task. Still, aren't updates supposed to make your computer more stable?
