I can't install Silverlight on my Windows 8 desktop due to a bad image error

Hello Microsoft community, this is my first time ever having a real error with anything Microsoft that I couldn't fix on my own. I recently started a Netflix account and went to watch a movie on said account, only to be informed I have to download Microsoft Silverlight in order to do so. I clicked on the install link it provided and got all the way up to the first run tab it gives you only to get this message: C:\windows\SYSTEM32\msls31.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support. Error status 0xc0000020.

This is a bad image error and I don't understand why I'm getting it. To be sure that it was the program hating me, I went into control panel and searched through my programs to see if I already had Silverlight. I didn't, but I did a disc cleanup as well as a defragmentation run followed by a restart. This did nothing, so I ran my Sparktrust Pc Cleanup program and basically erased all the ghost files and junk files and whatnot so I know there is nothing even close to Silverlight on my pc. And yet, I still get the same error every time. This is extremely annoying as now the only way I can use my Netflix account is on my phone and watching a movie on a screen as big as my palm isn't very fun. I would hate to have to cancel an account I only recently just got (2 days ago) and waste the 8 bucks for nothing. Please help, as I have no clue what could be causing the error.

Do you use any active registry cleaner on your computer?

 

Usually, this type of error messages comes up when vital registry information has been removed accidentally. Registry cleaning programs are known to do such accidental damages sometimes.

My daughter has same issue with new computer, same day out of box. So I doubt she has anything "bad" in it. She only wanted to watch Netflix from her account, it will ONLY work on the app on the touchscreen laptop.  It has Windows 8. Worked fine on Windows 7 on her old laptop. Silverlight won't load and keeps giving an error. I want to SCREAM
