Some Games Run Very Slow On Windows 8 Like (Chicken Invasion "v1,v2,v3", Red Alert 2, Age of Empire 2)
but on Windows 7 on the Same Machine Run Perfectly, I tried to install the DirectX,
and tried to Install the Last Version of VGA Driver for Windows8, and tried to Change VGA (Nvidia, AMD, Intel)
but the Games(Not all games just Some) Still Run Slow...?????!!!!

Wrong, wrong, wrong.

This is completely based on compatibility at a level beyond what is offered in the standard "Windows Compatibility" section.  On top of that everything you stated had literally nothing to do with the issue.  This has nothing to do with startup or anything along those lines.

What is happening is something is interfering with the normal operation of the game due to changes in the kernel of the OS since it has been updated/rewritten since the creation of Windows XP.

The most likely fix for you has to do with the videobuffer here is how you fix it:

Find the install directory of Red Alert and locate the *md.ini file.
For Red Alert 2/Yuri's Revenge it will be "RA2MD.INI"  (feel free to make a backup of the file before continuing)
Open it with your favorite text editor (Notepad for most people)
Scroll down till you find the [Video] section
Just below that you will add this line -
VideoBackBuffer=no
Save the file in the same place and load the game.

The VideoBackBuffer=no works perfectly, but in my case I also had to set the compatibility mode to Windows XP SP2.
