I would suggest you to follow these steps and check if it helps.

Method 1:
Try booting the computer in safe mode and check if the same issue occurs:

NOTE: After you have finished troubleshooting, make sure you put back the computer to normal startup mode as suggested in step7 from the above KB article.

Look at the link below for assistance:

You can go to Start and in the start search box, type in MSCONFIG.
Then go to startup tab, uncheck any mention of Toshiba Service station. This will prevent it from starting.

You can also go to Contol Panel, Programs and Features, see if the Toshiba Service Station is listed and right click to uninstall.
