Why is Windows Experience Index (WEI) throttling my CPU during assessment ?

System: Lenovo W510 i7-720QM, 8GB RAM

Windows Experience Index (WEI) assessed my CPU 4.8, which seemed low relative to others with similar CPUs. My system Power Settings were maximized for performance, AC power was supplied, system temperatures were cool as a cucumber, and HWiNFO32 monitoring suggested that the CPU was running in turbo mode (2.8GHz). However, when I start the WEI re-assessment, the CPU is automatically throttled back to 931MHz for the entire assessment, resulting in the 4.8 CPU score.

I enabled ThrottleStop to force the CPU into maximum performance mode, and then re-ran WEI assessment. When WEI is not allowed to throttle back the CPU, it is able to achieve a 6.9 score. My question is, why is WEI throttling my CPU down to it's lowest possible speed rather than testing it's maximum capabilities ?

Method 1:

I would suggest you to follow these steps and check if it helps.

a. Click Start, type the following path in the Search box, and then press ENTER:

%SYSTEMROOT%\Performance\WinSat\DataStore

b. Delete all the .xml files in the folder.

c. Then, update the score again and test the issue.

Thank-you for the reply. Unfortunately, clearing the prior assessments did not resolve the issue. The WEI continues to throttle the i7-720QM processor down to it's minimum 930MHz core speed (native 1.6GHz, and 2.8GHz TurboBoost) on all four cores for all tests. Other benchmark programs allow SpeedStep and TurboBoost to work properly, while WEI does not. The only way to get it too work is to use ThrottleStop to keep the CPU technologies enabled.

I would be interested to know if this is a problem particular to my Windows 7 Professional installation on a ThinkPad W510, or if others have the same issue, but just don't know about it.

I found in the end that was something particular to the Microsoft testing methodology, and does not reflect the performance overall. I needed to use Throttlestop to force the CPU to use it's maximum Turboboost, and then the WEI was substanially higher. However, in day to day use, when monitoring performance using HWiNFO 64, the Speedstep and Turboboost worked as they should with all other aspects of Windows 7 and various applications without Throttlestop.

 

Thus, I have concluded that it is a WEI issue solely, and once I tested it with Throttlestop and got a 6.9, I have never run WEI since, nor Throttlestop.
