This is a problem all he time. I try rename a file or folder and get this message all the time.  The is no program or anything running against the file or folder. I know this is a bug with windows 7 and need this to be addressed and fixed

As far as I know, there is no such bug. It might be a problem with name of you folder(s) if you use non-latin symbols in it. Also, it might be you anti-virus software if you use one. If you are using 32bit Windows, I would recommend you to check application called Unlocker . It will show what is using that file/folder and will allow to unlock it.
You have to make the right choice. As long as you don't choose, everything remains possible.

Hi IRP1,

In addition to Tomas Dabasinskas response, you may try the below steps:

Step 1:
You can view all programs that are currently running on your computer in Task Manager.

Check if there is any process running related to the file is running. If you find any, right click on the process and end it.

Step 2:
You may also try to delete the file by getting into Safe Mode.
