Some Win32 apps missing from Start menu "All Programs" list and search

I have a screenshot here where Outlook 2013 is not appearing on the Windows 10 "All Programs" menu on Start.

This is one of many examples that I have.  I have many other programs that are missing.  Which specific programs are missing seems to be random, most of them are there but maybe 10-15% are not.

Programs that are missing also do not show up in search results on the Start menu.  If I try to pin them to Start from File Explorer, that doesn't work either.

All in all, this is pretty annoying.  For apps that don't appear on Start, the only way for me to launch them (aside from pinning them to the taskbar) is to find a shortcut in File Explorer and launch it from there.

I've tried resetting the Windows Search index, and I've made sure that the "Start Menu" folder is included in the index.  Not sure what else to do.

Any ideas?  Thanks.

all my categories and tiles where gone from the startmenu. And with them some of my applications from the all apps list and search box.

I have the issue with missing apps, and my start menu organization is gone. All happened for me immediately after upgrading though, and I do have 500+ apps.

I don't even care to organize my menu at this point since half of my apps don't show up and you can apparently only move one icon at a time now (seriously, they found a way to make the start menu worse).

In short, the Microsoft is now forcing the consumers to use less apps so the counting remains less than 512 and their OS does not create any problem.

Not the best way - New way discovered, see my next post below.

I discovered a slight fix that should be a Slight help, it regenerates the "All Apps" menu - BUT REMOVES ALL LIVE TILES... (obviously this is not the recommended way)

Create/log onto a secondary user, gain access to the user with the broken start menu and rename the folder C:\Users\EOFL\AppData\Local\TileDataLayer\Database  to  Database.old

Now log back on, and wait about 1-2 minutes for everything to get re-added.

This helped me get some of my main programs back. If anyone could find a better way (powershell?), please do tell.

I'm having the same problem with Win10 Pro full release version. Several apps are missing, including ones that I have just installed. One specific one is the Arduino GUI. Get-StartApps | measure reports that I have 491 apps installed.

This is really frustrating. Hopefully you guys will figure it out soon and release a patch ASAP.

This did work, but I noticed that you have to re-setup OneDrive if you use it. You can also add tiles if you have Start10 installed by right-clicking to Modern UI Applications, and pinning to Start Menu, however you seem to lose some functionality (e.g. Proper Icons, Live Tiles)

The main point is, it's a start in the right direction. If anyone can add to this, I know a lot of people out there will be delighted, me being one of them :)

WORKAROUND! - Until MS releases a fix. (because this still does not fix the >512 problem)

I figured out a better way to REBUILD the start menu database, that KEEPS (regenerates) all original live tiles, and re-scans the shortcut links. Since creating a new user account will force the system to regenerate the start menu *on that account only*, this should be enough, assuming you've sorted your Shortcuts in the Start Menu folders to be proper, and now want the Start Menu to ACTUALLY reflect whats in there (what a concept... amazing). The process is to basically transfer the entire Database folder from the new user account to your existing user  account (but they are locked during use, so...)

1. Create a new user account

2. Log off your broken account and onto the new account. Making and logging onto a new account will regenerate all the live tiles & the start menu apps list (from the shortcuts in the oldschool start menu folders)

3. Go into the C:\Users\NEWACCOUNT\AppData\Local\TileDataLayer\ folder and Copy the "Database" folder, and -get-_ready_ to paste it into the Broken account's corresponding folder.

4. Before you can access the files, you have to stop two services. Like this:

4a: type Task Manager into the search box, right click it and push "Run as Administrator" and then enter the password for your main account.

4b: In task manager, on the Processes tab, scroll down to the bottom heading labeled "Windows processes" and the first entry should be "appmodel (2)" containing:  State Repository Service, and Tile Data model server.  (these are what control the start menu / tiles "App resolver" functionality)

4c. End task on "appmodel (2)" by confirming the prompt: "Abandon unsaved data and shut down" but don't worry, it won't actually shut the computer down.

5. NOW you can paste the TileDataLayer\Database folder, overwriting/replacing all files when asked.

6. Log off the new account and log back on your other account, which should be fixed now...

7. Hopefully it works now, but when I did this, it didnt work immediately, and I had no start menu showing up at all when clicked.

7a. If thats the case, wait 1-2 minutes and see if it comes back naturally (not sure) and if not, do this step again, this time on this account: End task on "appmodel (2)" for the State Repository Service, and Tile Data model server.

7b. To restart them, you will have to go to the Services tab in task manager, and find both services, and right click to Start both.

8. As soon as i did all that, it all worked, immediately, and all my tiles were back and my program shortcuts were working.

Some more useful info:

The Powershell command to create a text file of all the programs/shortcuts/tiles - basically whats being "resolved". (indexed isnt the right word, as people think it relates to Indexing service, which it doesnt.)

Get-StartApps > currentapps.txt

Do this on your broken user account and again on the new user account, and compare the two, to see if you want to go through with the steps above, taking note of any differences. (best to use a text file comparer)
Hopefully this can also indicate all the useless stuff that is being indexed that is getting in the way of the real stuff. So try to get under 512 by removing dumb stuff manually from the shortcut folders, and then re-run the rebuild process. Hopefully this helps somebody.

Hi Aaron,

Thank you for posting your query in Microsoft Community.

As Windows 10 Technical Preview is still in developmental stage, you may expect some compatibility issues as of now and some features or settings might not work as expected. The stated issue might not exist in the RTM version of Windows 10.

Dear Harkanwar, do you realize this post was made, and you replied, less than a week before release? I believe the tech preview OP used WAS the RTM version. And here we are with the released version still screwing us over. Where is Microsoft's statement now?

This is also happening to me over 1000 shortcuts installed, will it not just be a reg entry somewhere to increase the database cache size?
