filing a report against someone not through console

Is there any way to file a complaint against someone through the Xbox website and not through the console? A guy who I know is cheating has multiple gamertags, and I have only been able to play against one of his gamertags in order to report him. Is there any way around this?

You can PM a XBLPET member from the Account Suspension board, a Support member or send that message to a mod who will be able to send it up the chain to the appropriate people.

I know at one time you could report users on Zune.net. Because zune tags were treated the same way as gamertags. This helped because you could provide more information then what is available via the console's reporting tools.

I don't know if they still get forwarded to the XBLPET any more, but it could be worth the try.

You could PM a XBLPET (you can find them on the suspension forums) . Ask one if they would consider shadowing you in a game with the player in question. They can then see the modding player for them self's and ban them.

Also here a LINK to a video showing people how the Enforcement/The Complaint System Works via XBL.

Do not use the Zune reporting tool. It is a seperate entity from the XBL PET and it does not handle policy enforcement over XBL. But I do agree that there needs to be an off the console tool to report offenders on XBL. Of course, I can also understand that it could be abused much more if there were one.

They could add the ability to add comments on the console report. Limit the characters and allow hash tagging for possible, multiple GT's.

Why the heck can't I always edit my post(s).......? At any rate, I should have added that the same functionality could be ported to the web-side of one's profile.

Yes, it's there but not always there which was my point. I've been able to make edits but usually only immediately after I've posted. Any amount of lag between posting and wanting to edit and I'm out of luck and the icon doesn't appear (Firefox 5.0....as Chrome still isn't working).
