Cant download call of duty anihilation map pack

I can download it, im downloading the english version, i have escalation and first strike english versions without problems, but i tried everthing , and im having this trouble and a friend too, it says"cant download from your location" but when you check on active downloads is pending, i let it downloading , goes up to 99% and says, this item cannot be downloaded, you shut oof the xbox, turn it on check on active downloads, and its there with 98% complete, goes 99% stays there a lot of time, and the message again, cannot be downloaded, i dont know what to do .
