Modern Warfare 2 can't join games in progress.

Whenever I try to join a game, I will be stuck in the pregame lobby when everyone else in the lobby is playing. Then someone will leave, and at the top it will say "Finding the best host..." and count from 1 to 7. Once it hits 7, I get sent back to the multiplayer menu with a notification that says "Game lobby closed." How can I fix this?

Oh and my NAT is open.
