Help!!! Promote child account in family account to adult

How do I promote child account in family account to adult. This is for my son, at 18 years of and he tried Netflix but it won't work, says must be 18... and he is. The issue appears to be in the account somewhere. I looked all over the master (parent) account and the child account but don't see and option to change to adult, adjust the age, or allow the Netflix from the master account (grant permission or something like that).

Has anyone else had this issue, or is this even possible? I only got the Family account to save money, not block my sons access.

On your Xbox 360 console, sign in to Xbox LIVE using the account that you want to change.

Go to My Xbox, select your avatar, and then in the Account Management panel, select Manage Account.

Select Promote Child Account in the Your Information panel.

Note Promote Child Account will only be available if the date of birth for the account indicates that you have reached adult age for your country or region.

If you are prompted to sign out of a current game session, select yes.

On the Promote your current Xbox LIVE child account to an adult account screen, select Continue.

Notes

   If you are a member of an Xbox LIVE Family Pack subscription, you will also be removed from the Family Pack by making this change.

   Steps 6 through 9 apply only to accounts that are currently billed to a credit or debit card. If your account has a prepaid subscription, go to step 10.

On the To promote your account, replace the credit card that is associated with the account with a new card or payment method screen, select Continue.

Note The same credit card can be used again. However, the credit card details must be re-entered.

Enter the name, credit card type, credit card number, expiration date, and verification code for the replacement credit card, and then select Next.

Enter the billing address, city, state, and postal code for your credit card, and then select Next.

Verify your contact information, and then select Done.

Accept the Xbox LIVE Terms of Use and the Privacy Statement.

On the Your Xbox LIVE account is now an adult account… screen, select Done.

I did see this option, but the warning came up about" If you are a member of an Xbox LIVE Family Pack subscription, you will also be removed from the Family Pack by making this change".

Will it become a solo account requiring separate payment or will it still be tied to the Family 4 accounts in 1 payment and allowing XBOX live Gold? I do not want to pay for a complete separate account by doing this.
