Can't access content due to account?

When downloading an M rated game I get a pop up that says this account isn't permitted to download this content.

 

I have everything on allowed and I still can't access it? The only thing I don't have is promoted account but not interested in putting card information. How is that an issue?

Demos are not affected by parental settings you must wait till your gamertag turns 18 and promote the account before you can download demos

Btw yes the only way to promote the account is to add creditcard details to prove you are an adult however as long as you are not purchasing a membership with it you can delete it.  And only adult accounts can download demos but if it not a demo please state otherwise
