all my desktop and program icons are the same and wont open.why?

i uninstalled some programs.after that my icons all changed and wont open.how can i fix this

Have you made any software or hardware changes to the computer prior to this issue?

 
Method 1: First, I would suggest you to run an online virus scan on your computer by visiting the following link:
Microsoft Safety scanner

Note: The Microsoft Safety Scanner expires 10 days after being downloaded. To rerun a scan with the latest anti-malware definitions, download and run the Microsoft Safety Scanner again.
Note: Any data files that are infected may only be cleaned by deleting the file entirely, which means there is a potential for data loss.

 
Method 2:  Run the following Fix-it and check.
Fix broken desktop shortcuts and common system maintenance tasks
 
If the issue persists, then rebuild icon cache follow the below mentioned steps -
a. Click Start, then control panel and in the search box write Folder options.
b. Now click Folder Options to open and select (dot) Show hidden files and folders.
c. Open a Windows Explorer window.
d. Go to C:\Users\(User Name)\AppData\Local
e. Right click on IconCache.db and click on Delete.
f.  Click on Yes to confirm the deletion.
NOTE: This deletes the file to the Recycle Bin. It is safe to empty the Recycle Bin when finished.
g. Close the window.
h. Empty the Recycle Bin.
i. Restart the computer.
j. When you go back, you will notice the Size of the IconCache.db file is smaller, and the Date Modified is now the current date.
NOTE: If for some reason IconCache.db is not there or the size has not changed much then you may just restart the computer again. You may need to restart a couple of times in some cases.
k. The icon cache will be rebuilt.
