680 No Dial Tone/Windows 7

I work in tech support for a dial-up isp and I have had multiple customers with the same problem and I desperately need help.  They have all recently purchased new computers that came with wondows 7.  One did not come with a dial-up modem (laptop) so they purchased an external 56k modem that connects via usb.  One was a desktop with an onboard 56k modem.  I have used the troubleshooting guides provided by microsoft for the 680 error to no avail.  These are NEW computers that read the modems as working properly.  The phone lines have been checked with phones and they DO have dial tones.  I tried walking the customers through turing off the "wait for dial tone" option in their modem settings.  Nothing has worked.  If anyone knows what the problem with Windows 7 and detecting a dial tone is, please let me know.

Update: finally got this working by opening the PC, taking the modem out and sticking it in another slot.

6 weeks later and it still seems to working fine.
