Windows Update error code 80070714

I'm trying to update to Windows 10, but the upgrade fails each time with the error code 80070714. I've never had a problem installing updates in the past.

I've tried running the Windows Update troubleshooter, which appears to fix 3 or 4 problems. But when I try again, I get the same error.

I've also tried running: dism /online /cleanup-image /restorehealth

This says it has found corrupt files but is unable to download new versions.

What's the best way to fix this?

I tried the recommendation given on this page by the user PeterHup for upgrading to 8.1:

Seems to have done the trick for me on Windows 10.

Instructions copied from that thread:

1. Run MSCONFIG, click on the services tab and turn off each service that starts with "SQL Server" -  Reboot

2. Install upgrade

3. Run MSCONFIG and turn on your "SQL Server" services back on- Reboot
