I'm having the same issue, no solution, but:
After having other issues yesterday, I fixed most of them with reinstalling windows last night. Now, after that, I was checking for errors and alerts and found the same thing.
In a different forum one user said (4 years ago) that he thinks that it is an intel driver which was installed automatically by windows but in a wrong version/not neccessarily.
So I haven't done almost anything after that reinstall and the error occured, so in my case it might really come from an automatic driver update.
Edit: I disabled the service and the error stopped occuring since then. It isn't elementary for windows, no one knows what it does, but it's maybe one of some components which sends statistics and stuff to intel
