Depends on what your problem is.  Since your question is very general in nature, here are some suggestions:

  1. Forgot Password
    If you have forgotten your password, browse to http://account.live.com from any computer and click the "I can't sign in" link. 
     
  2. Account Blocked
    Similar to the issue above, if you sign in at http://account.live.com with your email and password, you may be interrupted with a message such as "It looks like someone may be using your account".  There are a number of account 'blocks' that we put on an account to help protect your account from hackers.  Just follow the prompts to unlock your account using your alternate email, phone, or trusted PC. 
     
    If you have lost access to all your security info such as your phone or alternate email, then you will need to delete all your security info and wait 30 days before you can access your account again.  This is to protect your account from an attacker removing all your security info.  It's inconvenient, but better than losing your account.  After 30 days, your account will be back in your control.  Make sure you have multiple good 'proofs' on your account so your account stays secure and you don't get in this situation again.
     
  3. Switch to a Local Account and back to a Microsoft account
    In some cases where Windows 8 applications do not appear to be signing you in as expected, you may be able to resolve the issue by switching to a local account, and then back to a Microsoft account.  You can easily do this by going to the Users control panel, and clicking "Switch to a local account".  Complete the steps and restart your computer.  Check your application(s) to see if you can manually sign into each application.  You'll have to enter the password for each application of course.  if things are not working, then the issue is probably not related to your Microsoft account.  If the problem is resolved, you can repeat the steps to "Switch to a Microsoft account".
     
  4. Microsoft account Troubleshooter
    We have developed a troubleshooter to address several specific Windows 8 synchronization issues.  This won't help for issues where you have forgotten your password, or your account has been compromised.
     

If your problem doesn't seem to fall into any of the above issue areas, its possible it is not really an issue with your Microsoft account, but a general problem with an app.  For those, please create a new thread for discussion, and please be very specific as to the error or behavior you are seeing to get the best possible help.
