Microsoft Photos Offline download available?

I'm looking for a Microsoft Photos offline installer.

The app isn't available at the Microsoft Store for Business.

Any idea were else I can get this?

Microsoft Store apps can't be installed through any offline installers. Few sites do claim to provide offline installers for Microsoft Store apps but they might cause problems and may install harmful softwares in the background. Hence, you should not attempt this from any site providing offline installers.

There are some apps that can be installed offline according to https://docs.microsoft.com/en-us/microsoft-store/distribute-offline-apps.

However, it looks like Microsoft Photos isn't one of them.

Is this something that can be requested with a uservoice? If so, were exactly do I need to go.

You can do it through Feedback Hub of Windows. I would recommend that you submit this request as a feedback to Windows team through Feedback Hub
