After last update Windows 10 overwrites UEFI boot order on each startup

After the latest big Windows 10 update a few months ago my computer always resets the UEFI boot order to have Windows as the first entry.

This is not what I want as I want to use GRUB as my bootloader because it lets me select from all the OSes I have installed on my computer.

Is there some option somewhere where I can tell Windows to not touch my UEFI settings?

I already tried setting a UEFI password as suggested here: https://superuser.com/questions/1247300/how-to-make-uefi-bios-start-grub-not-windows

but that didn't stop Windows from screwing up my boot order.

I have Windows and Linux on different drives so I don't think I can actually use the trick of overriding the Windows UEFI file path as it is on a separate hard drive.

I had a look at that askubuntu question, but when I run the listing of the UEFI entries it only lists the windows entry, because that is the only UEFI entry on the windows boot partition.

So for that (or easyuefi, which I think does the same thing as bcdedit) to work I would have to install GRUB onto the windows boot partition and then each time I update my kernel on linux I would have to manually copy the generated grub config to the windows drive OR I would have to somehow change my linux install to share the windows boot partition. I would very much not want to do that as when I last installed windows updates on a different computer with a single drive Windows decided to partially wipe the boot partition breaking GRUB.

So I very much am looking for a fix to windows to solve this issue instead of trying to do some finicky setup.
