Unable to import pst files from Outlook 2003 to Outlook 2013 - Windows 8.1

When I attempt to import my pst file from my old computer to my new computer (OS 8.1) and Outlook 2013 I get a message

........"The items in the Inbox folder cannot be imported or exported.  Cannot create or navigate to the folder.  You cannot create or navigate to subfolders of your inbox when you have a non-empty root folder path." 


When I first added my existing email (POP3) account it downloaded certain old folders stored on the server.  I have emptied these and even attempted the import offline but still get the same message.


This is a disaster as I no longer store anything on the server, preferring to save it all in Outlook, so any suggestions or help for restoring my email folders/subfolders and current contacts would be a lifesaver.

I had the file on a removable hard drive and selected File - Open & Export - Import/Export - Import from another program or file -Outlook Data File (.pst) - then browsed for the file then -Options Replace duplicates with items imported - Import items into same folder in: - and then Finish. 


The account is configured as an IMAP/SMTP.  I've obviously set something up wrongly as now it synchronises with the server and uploads everything including the deleted folder instead of just downloading new mail which will have the effect of filling the limited server mailbox.  I still have the Outlook 2003 mailbox set up on the old computer with the folders I wish to import.  I am in quite a mess!

Just to let you know I have solved my problem and imported successfully and also learnt the difference between an IMAP and a POP3 account!  Thank you for making me go over my steps and research a little more, make some amendments and try again.  That's the best way to learn I guess!!!
