I live in Cyprus and i have 1300 Microsoft points in my account but still i cant download Escalation map pack because the offer is not valid for my area.
What can i do is there a way to fix that ???

There's not really anything you can do to work around that. Some content is region locked.

Hey umm whenever I try to download escallation map pack it keeps saying cannot download and I have tryed everything to get it to work but it still doesnt work!
what can I do.
P.S. is there a way to get a refund on your points atleast.

did you follow these steps?
if you have a correct region account and correct region you physically live in and correct region disk = download
for example
Uk account + uk region + uk disk = download
US account + UK region + us disk = fail
ALL 3 must match
if you are in a US military base overseas you do not comply with region lock you must have an account for your local region if you want the immediate solution
if all match follow my suggestion
change ISPs or goto a friends with a different ISP and you can download
