1) I have a VGA cable adapter that I use with my original Xbox 360. If I were to buy the new Xbox 360 Slim, can I still use the same cable?
2) If I bought the new 360 slim, how would I transfer my data over to the new from the old one?

1) Most likely, yes, the cables should still be compatible.
2) You would need a XBOX transfer cable (or a USB and transfer content after formatting the USB to that to the other harddrive) & then recover xbox gamertag to that xbox, then do a Transfer Licenses to play the transfered games on a different console.
