Can't connect to Xbox Live Marketplace. Error 8b010010

Hi.

I started having random problems connecting to Xbox Marketplace on September 28 evening. As soon as I sign in a message pops up, stating that "some Xbox Live content is temporarily unavailable... content will automatically appear when it's available... Status Code 8b010010". Basically my dashboard would not display any "tabs" with online content e.g: all Marketplaces, Spotlight etc. 

The next morning (EST) Sep. 29th  the same problem persisted. In the afternoon, the tabs for Live content appeared, but I still couldn't access the actual Marketplace or Browse. However it was possible to watch promotional videos or download content from promotional "Icons". For example I downloaded the promoted FIFA 12 demo without problem. Another observation: a Demo of Battlefield 3, which was promoted on September 29th for other users, wasn't there for me. On September 30th morning all of the content became available, BF3 Beta appeared on the Spotlight etc. In the evening the original problem returned - none of the xbox live content is available. Still there....

During the whole time Multiplayer and messenger options were available - I can play and chat without problem. Also I can Queue up already downloaded content through my PC and it would download on my console. Is there a problem with my ISP or my Xbox. Account?

Here are the specifics of my connection:

Location: Washington DC

ISP and connection type: Comcast, cable

Wired connection 

Same problem when connected to Router (D-Link DIR 601) or directly to Modem (D-Link DCM 202)

Required Ports open

UPNP Enabled

NAT: open

Xbox current IP address added to DMZ

Tried clearing System Cache and Marketplace System Info

Live connection displays no issues

Error Status Code for XBL connection: 

W: 0000-000B
X: 0000-F001
Y: 20A8-4840
Z: 0000-0000
ID: FFFF-FFFF

Update: It is possible for me to add Marketplace content to the download queue through xbox.com and it downloads without issue.

Im having the exact same problem right now, i was watching a trailer on Zune and it suddenly said Zune service is unavailable, my friends list is also weird, i can see the people but not their avatar models or what they play, i also cant watch inside xbox videos, any idea whats going on?

Update #2: I have just talked with my ISP. They say that they are not firewall-ing or restricting the connection on their end and my connection doesn't seem to report any issues or abuses. Did the hard reset of the modem again - problem persists.

@MastaGlazy: I don't seem to have any problem with Friends List though - all is in order on that part.

@shadowsniper743 As I mentioned above, I've talked to Comcast and they claimed they were not restricting the connection in any way. Maybe if I had more specific technical questions to ask that would be more fruitful.

Update#3: Yesterday I stayed online for an extended time while playing a game (for about 2 hours), Marketplace returned and functioned when I came back to the Dashboard. After Xbox was restarted Error 8b010010 was there again with Marketplace not available.
