Please answer all of the following diagnostic questions by number in your very next reply (no need to quote this post):
1. What anti-virus application or security suite is installed and is your subscription current? What anti-spyware applications (other than Defender)? What third-party firewall (if any)?
2. Has a(nother) Norton application or a McAfee application ever been installed on this computer?
3. Did a Norton free-trial or a McAfee free-trial come preinstalled on the computer when you bought it? (Doesn't matter if you never used or Activated it.)
4. Is Automatic Updates enabled and is the computer currently fully-patched at Windows Update?
5. What's the full name of the program you're trying to install?

The version of the Microsoft Mangement Console on this system depends upon .NET Framework 2.0 in order for it to function.
First, using Windows Explorer (Start > Programs > Accessories), see if mmc.exe is present in Windows\system32.
You may have to
show hidden files, folders, and system files to see if it's present.
If it's present, right click it, choose Properties. Then click the Version tab and check it's Version, please. It should be at Version 5.2.3790.4136.
If it is present, then check the installation state of .NET Framework 2.0 since it is not a component of XP MCE - .NET Framework Setup Verification Tool User's Guide
*** If it is not present then stop now and post back with that information, please. ***
If the installation state of the .NET Framework 2.0 can not be verified, then open Control Panel > Add/Remove Programs
Locate Microsoft .NET Framework 2.0 and click once on it to highlight it.
Then click the Change/Remove button.
Choose the Repair option.
NOTE: If you do use Repair it would be best to configure the system to Clean boot so that no 3rd party software interferes with the repair operation -
How to configure Windows XP to start in a clean boot state
When the repair operation completes undo the Clean boot steps and restart to normal Windows mode.
See if MMC opens now.
Is the same message occurring, a different one is now occurring, or, did MMC open successfully ?

I checked under Windows\system32 and the only mmc files were;
mmcex.dll
mmcfxc.dll
mmcperf
mmcndm.dll
Could not find an .exe

1. You have AVG Free and OneCare installed? When does (did) your current OneCare subscription expire?
2. Is Spybot Resident Tea Timer enabled?
3. Had your McAfee subscription already expired by the time you installed a replacement AV app (e.g., OneCare)?
4. Did you uninstall the McAfee application AND THEN download/run the McAfee Consumer Products Removal Tool BEFORE you installed a replacement AV app (e.g., OneCare)?

3. No, I wasn't happy with McAfee and got AVG before I cancelled.
4. I just uninstalled McAfee. I did not run the Cinsumer Products removal toll. Did not know it existed. So I installed AVG before.

A: Yes I have them both installed and both are free

A1. First of all, you should not have more than one (1) anti-virus application/security suite installed and loading at boot.
Second, OneCare is NOT free. Did you mean Microsoft Security Essentials (MSE)?
A2. Then there's a very good chance that AVG didn't install properly and hasn't been working properly either. (And if MSE is also installed, NEITHER of them are working properly.)
