1. the back space button won't let me delete leters without using arrow keys when they work
2 .something else when typing it won't let you type the same letter twice without some delay
3. the arrow keys are not working, have to use mouse

First, try using a keyboard from another system to rule out the possibility of a malfunctioning keyboard.
Second, take a look under Start > type access in the search box > click ease of access center
Under Explore all settings, click Make the keyboard easier to use
Look under Make it easier to type > uncheck box for Turn on filter keys
