Hi Gregg,
I understand that you are unable to delete the custom lock screen pictures that you have added to “PC Settings > PC and Devices> Lock Screen” to get back the default lock screen pictures on your Windows 8.1 computer. This location is just a temporary location just to display the lock screen pictures that you had used in the past. The pictures in this location keeps changing as you change the lock screen pictures by browsing new picture on the computer.
However, the actual location of the default lock screen pictures is “C:\Windows\Web\Screen”. So, If you need those default pictures displayed at the temporary location, you just need to copy the default pictures from the location “C:\Windows\Web\Screen” to your picture library and then browse and select these pictures to change the lock screen from “PC Settings > PC and Devices > Lock Screen”.
You can change the lock screen picture until all the custom pictures are completely removed from “PC Settings > PC and Devices > Lock Screen”. Please follow these instructions:
a) Go to the location “C:\Windows\Web\Screen” and then copy and paste the default lock screen pictures from there to your picture library.
b) Now, access “PC Settings” by pressing “Windows Logo” + “C” keys on the keyboard and selecting the option “Change PC Settings” from the Charms bar.
c) Now, click on “PC and Devices” and then “Lock Screen”.
d) On that screen click on “Browse” button and select the default lock screen pictures one at a time from the picture library to change all the custom picture that are displayed on the lock screen page.
e) Once all the custom pictures are changed to the default lock screen pictures, you may select your favorite picture as the lock screen background.
Hope this is helpful.

Your solution worked. Pasting the Screen photos from C:\Window\WEb\Screen into a new folder in your own pictures then just keep adding the all back to the screen lock folder worked! All old pictures gone. Thank you.
