Windows Hello Camera Still Turns On After Disabling Feature

I tried out Windows Hello temporarily and did not like it. It kept asking me to setup a PIN to use Windows Hello even though the option to turn on Hello is grayed out without a PIN, I had already setup a PIN and could sign in with said PIN. So, I got frustrated and turned Windows Hello off (both the 'Auto unlock screen' and 'Remove' face options). Now whenever I lock my computer, the camera turns on and shows the message 'Looking For You.' This is really annoying as I use the Surface Dock at work and do not want that message constantly showing on my screen. I followed a similar post's (http://answers.microsoft.com/en-us/surface/forum/surfbook-surfsec/unable-to-disable-windows-hello/a66d1ecf-b46f-4488-9422-3e5b27fa24f8) 'fix' but it did not work for me. Has anyone else run into this issue? Any advice on how to turn this off? Anything in the registry? Thanks in advance!
