Error every time I try to encode a video.

The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID
{D63B10C5-BB46-4990-A94F-E40B9D520160}
 and APPID
{9CA88EE3-ACB7-47C8-AFC4-AB702511C276}
 to the user SAMUELSCUSTOMPC\samue SID (S-1-5-21-2570691252-639383536-1242639226-1001) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.

I don't know what this means and It will be in Event viewer anytime my computer locks up when encoding a video, forcing me to hard reset

Answer
Hi Samuel, I have seen this in the past . . .

This was the Fix - it is a bit involved . . .

Click your Start Button, type regedit and hit Enter to open the Registry Editor

Navigate to:
HKEY_CLASSES_ROOT\AppID\{9CA88EE3-ACB7-47c8-AFC4-AB702511C276}

Right click that Key and choose permissions, then click Advanced

At the top change the Owner to Administrators COMPUTERNAME\Administrators

Make sure that has full control

Click OK

Do the exact same for this Key
HKEY_CLASSES_ROOT\CLSID\{D63B10C5-BB46-4990-A94F-E40B9D520160}

Please make sure you edit these exact keys . . .

Close the Registry Editor

Click your start button, type dcomcnfg, right click the resulting app in the list and choose 'Run as Administrator'

Navigate to :
Component Services - Computers - My Computer - DCOM Config

In the middle pane, find RunTimeBroker

Right Click that and choose Properties

Click on the Security Tab

Launch and Activation Permissions >> Edit >> Add System and give it full control

Under 'Launch and Activation Permissions' click Edit Add System and give it full control
