W10 Upgrade fails with 0xC1900101 - 0x30018 in FIRST_BOOT with error during SYSPREP_SPECIALIZE

Hi Microsoft and totally not liable supporters,

since a long time my W10 Upgrade fails starting with 1903.

I checked many forums and tried many things like e.g. deactivation of non-Microsoft services, only mouse and keyboard attached, de-installation of a lot of old software, update of drivers, checkdisc etc. - but all fails.

Currently i try desperately to upgrade via MediaCreationTool1909.exe, but no change in the result:

"We couldn't install Windows 10

We've set your PC back to the way it was right before started installing Windows 10.

0xC1900101 - 0x30018 failed in FIRST_BOOT phase with an error during SYSPREP_SPECIALIZE operation."

After off-line removal of AMD driver with DDU and automatic re-install of driver by Windows:

Hi Ulrich,

Thank you for the files but for 1900101-30018 we need the Setupapi log that tells us what driver migration failed during sysprep(Panther covers downlevel)

Location of the file is C:\$Windows.~bt\Sources\Rollback\setupapi\setupapi.dev.log

Cause
A device driver has stopped responding to setup.exe during the upgrade process.

Mitigation
Disconnect all peripheral devices that are connected to the system, except for the mouse, keyboard and display.
Contact your hardware vendor to obtain updated device drivers.
Ensure that "Download and install updates (recommended)" is accepted at the start of the upgrade process.

thanks, i saw you posting that doc before in other posts regards this upgrade error message. I added the requested files to the ZIP in the main post. Additional here the current log file download link in response to your suggestion:

I would love to understand, why the setup.exe did stop. Did work fine in upgrades before 1903.

Thank you. It looks like the display driver is the cause.

Completely remove everything of Graphics driver using DDU and install the newest copy of the driver available.

You can head to either the card manufacturer or device manufacturer to get the newest driver. Then try updating again.

Hi Sumit,

that sounds promising and i am giving it a go.

I already uninstalled the AMD drivers offline with the 'Display Driver Uninstaller.exe' and allowed W10 to install automatically an R9 200 AMD driver afterwards since i do not like AMD's driver packages which install all kind of weird stuff additional to the driver.

Since it's late already and tomorrow is gaming night, i shall try the Upgrade Friday and report on Saturday.

Btw: In which file did you find the string "Exit status: FAILURE"?

Your log shows you are updating from 16299 to 17134.  Both of those are out of support.. is that is what you are trying to do since your thread title indicates another version..?

Where do you read those versions? And what are your suggestions for an upgrade?

I am struggling since a long time with upgrading and spend countless hours on trying to upgrade. I read that 1901 shall go out of support, so I try harder. As mentioned above, I am now using the mediacreator for such purpose.

I find the support argumentation interesting. It's like a car dealer telling you, that your broken car is out of warranty since you did not drive speedy enough to the garage.

The more I appreciate the 'community' help here.

Btw: Upgrade failed over night again.

this DDU is indeed a cool tool, i like it.

Sadly the Upgrade still fails, here the files (added to the main post, too):

In that context i noticed that there are multiple panther directories, which is the one containing the required log files of the very last upgrade try? The time stamp seems to indicate that it's C:\WINDOWS\Panther\NewOs\Panther, which i shared now.
