Cant add MS points with visa or paypal :/

I added 2000 MS points with my Visa debit and it worked out perfectly, but i tried to add more and it gives me the message 'Your payment instrument could not be authorized. Please contact your provider, or try a different payment option.' I also tried using my paypal and it didnt work either :/ Can someone help me please, because it worked the first time :o

If you continue to have payment or billing issues, you should contact phone support in your region (support.xbox.com/.../contact-us.aspx).
