Hey,
I even tried to put parental managing for games at 18+ and all games but it doesn't let me online at ea because I don't have premission.
Is there a way to create a new account and transfer the xbox LIVE gold? I still got enough gold on this account till next year and it would be wasted if I make a 18+ account.

You need to be 13+ going by the DOB on your XBL profile before EA let you play on their servers and no there is no way to transfer anything between accounts.

If you read this article, it does state the only way to resolve the issue is by creating a new account. Now, Vernier is correct in saying that you can't transfer content from one account to another, but you are able to create a new account with a correct age, and possibly either use a free trial if you have any left to play BFBC2 specifically, or contact phone support for your region and they may be able to help you out.
