Error Number: 0x800CCC67 This msg is received when someone tries to send to my Outlook Express email account. Please help.

Whenever anyone tries to send an email to my Outlook Express account they receive this message. there are no blocked sender in this account. Pleas help. 

If they receive the mesage, then they have a problem, not you.  They should review this: http://support.microsoft.com/kb/813514

Hello the problem is associated with ports of the incoming and outgoing servers, they have to correspond i.e. POP3 Port: 95  SMTP Port: 46 should be the same on the server and outlook.

Besides this thread being four years old, no e-mail client uses ports 46 and 95. Not to mention this thread was about Outlook Express, not Outlook.

I had this same issue with Outlook 2010.  I repaired Outlook and I resolved the issue.  This link helped to resolve the issue:
