windows 7 hp pavillion, cannot repair, cannot boot in safe mode,os files not found

hello

our hp pavillion laptop was turned off when it was running and it went straight into repair the next time it booted.
because the person who did this paniced when it started trying to do a repair and it appeared to have frozen he turned it off again!! im not sure how many times this was done.

Anyway, i tried and left it trying to do its repair and after about 3 hours it went to the hp recovery screen asking if i wanted to restore. For some reason there are no restore points so it couldn,t. My only other option was to recover which would wipe everything and i really dont want to do that.

Here's what i tried otherwise:
booted from a win 7 recovery disk , this said it couldnt repair and the error was no os files found on disk.

i tried going into safemode but it just tries to repair each time

tried getting it to scan windows system32 from the cmd promt using 'scannow' but it said a repair was pending and it needed to restart, which stqrted it trying to repair again.

Help! what else can i try that wont involve me losing everything?

Remove the drive, connect via external case to another PC to recover the data, or perhaps

How do you mean connect via external case?
Ideally I want to repair it rather than reinstall....
