Copy slow to or from external Hard drive__

I have a 64 bit i7 960 processor running windows 7 home premium When I try to copy a file to or from a USB conenected 1 terabyte  ext drive the copy starts out at 40mb a sec and degrades down to 2 or 3 mb a sec and some times it drops below 1 mb a sec. I copy large video files so this is really affecting my work. I also have 2 internal 1 tb harddrives and the copy between those work at great speed( 40 to 70 mb a sec)

So far I have turned off RDC. reloaded the the USB Drivers, Formatted the drive. started in safe mode, installed teracopy. Turned off file indexing. Nothing works. The drive works great on my XP machine.

I took this drive and put it back on my xp machine. It fails the same way over there. So I installed another external drive on my windows 7 machine and copy and pste work great. So I have bad external drive.. good thing its still under warranty.
