I bought the Microsoft Game Pass and set Sea of Thieves, State of Decay 2 and Halo Wars 2 to download overnight. I was surprised to find they hadn't finished in the morning until I realised once each game had reached 100%, the progress bar reset and the game kept on downloading. I left them for a bit but after reaching 15GB over their download size realised they weren't going to work.
I've tried wsreset, running the troubleshooter, resetting the store from the apps screen, deleting the app and trying a reinstall, restarting the PC but none of it makes any difference - each time I start the install again, it starts counting up from wherever it finished last time so right now Sea of Thieves is counting up past 40GB now, the router is showing the PC is maxing out the connection and task manager shows a constant write to that drive. The troubleshooter says the cache may be damaged and claims it's resetting it but there's no difference afterwards, the apps always resume back at their phantom download size.
I have used Windows store for a few bigger games notably Gears of War 4 and Deep Rock Galactic without issue although come to think of it, they were installed to the primary SSD rather than a secondary hard drive. I did just try installing to the SSD instead but it's resumed again at the false size (44GB of 44GB and 16Gb/s on a 20Mb/s connection).
I've found lots of information about people with stuck or pending downloads but not where the download won't stop, any suggestions aside from to use an Xbox or wipe the PC?
Edit - I tried another smaller 9GB game which didn't prompt for a drive to install to and it's worked perfectly first time
